Support for childbirth and childcare provided by Seoul Metropolitan Government

Seoul Metropolitan Government provides financial support for medical examinations, medical expenses and childcare expenses to reduce the financial burden on households and promote the health of children and mothers through pre- and post-birth care.

External fertilization: Up to KRW 1.9 million for each fresh embryo (3 times); up to KRW 600,000 for frozen-thawed embryo (3 times)

Intrauterine insemination : Up to KWR 500,000 per session

Saturday examination services for working pregnant women

Eligibility : Working pregnant women

Descriptions : Supply of folic acid and iron, and nationally required vaccinations

* Basic support: families with incomes less than 80% of the median household income (monthly income of 2,863,000KRW for a 3-person family)
* Exceptional support: families with incomes less than 100% of the median household income (monthly income of 2,863,000KRW for a 3-person family) in which the mother fulfills the seven criteria, including: a second child or a later-born child, twins or more, and a disabled mother.

Contents : Subjects are provided Healthcare Support for Newborn Babies and Mothers, under which a healthcare manager for the newborn baby and mother will visit the house for postpartum care

Medical support for preterm infants and congenital anomaly

Eligibility : Premature babies (weighing less than 2.5kg at birth, or born before 37 weeks in an ICU) and babies with congenital illnesses in families with incomes less than 150% of the national average income

Contents : support for the deductible amount among the total treatment costs (Maximum support amount of KRW 15,000,000)
※ For third children, the support is provided regardless of the family’s income status

Support for screening for congenital disorders and patient management

Eligibility : All babies

Descriptions : Free screening for congenital disorders (six types)
※ Supply of specially formulated milk powder and medical expenses when diagnosed

Medical examination of infants and children

Eligibility : Infants who receive medical support and are below age 6

Descriptions : A total of seven medical examinations

Schedule : Age of 4 months, 9 months, 18 months, 30 months, 42 months, 54 months and 66 months

Items : Medical examinations, development evaluation, counseling, dental examination and health education, etc.
※ Support for intensive examination expenses for those who require intensive examinations based on the results of the medical examinations for infants and children

Issuance of Dadungee Happiness Card

Eligibility : Families with two or more children (the youngest child shall be 13 or below)

Issuance: Apply online (http://seouli.bccard.com/) or at the branches of Woori Bank or community service centers.

Benefits : 30% - 50% discount for holders of Dadungee Happiness Card on public parking spaces of Seoul Metropolitan Government; and 50% discounts at English villages for Dadungee Happiness Card holders having three or more children

Exemption of vehicle acquisition tax for families with multiple children

Eligibility : Families with three or more children under 18 (including adopted children)

Descriptions : Exemption of the acquisition tax for passenger vehicles for the purpose of taking care of children (7 to 10 passenger seats)

Medical Cost Support for Pregnancy/Childbirth (Goun Mom Card)

It is the National Health Insurance Corporation’s policy to create a child/parent-friendly environment by providing a gift certificate (card) that can be used in hospitals and health centers to pay for medical expenses related to pregnancy and childbirth.

·Eligibility

- For pregnant women who are National Health Insurance holders, or dependents, and have applied for medical cost support for pregnancy/childbirth

Medical Cost Support for Pregnancy/Childbirth (Goun Mom Card)

·Range of support

- The card can be used at designated hospitals and health centers for treatments received by the expecting mother, for prenatal examinations, delivery, miscarriage and postnatal treatments.

Obstetric treatments, including prenatal examinations (sonogram, amniotic fluid test), delivery, postnatal treatments

Only for delivery costs (at maternity clinics)

Only for medical costs related to hyperemesis gravidarum (O21 excessive vomiting during pregnancy), unstable pregnancy (O20 bleeding during early trimester, O60.0 early labor pains without signs of delivery) and postpartum stroke (at Korean medicine institutes)

Financial support for childbirth at places other than medical organizations

When a pregnant woman who is a subscriber to the National Health Insurance program or is supported by a subscriber to the National Health Insurance program gives birth to a baby at a place other than a hospital, clinic or maternity center, financial support of KRW 250,000 is provided as compensation for waiver of the benefits under the national health insurance scheme. Visit the branch of the National Health Insurance Service or submit the document via mail or fax within three years from the date of birth to apply for the support.
