Terms of Membership

Article 1 [Purpose)

These Terms and Conditions are governed by the terms and conditions of use of the website ("Hanultari", www.mcfamily.or.kr) provided by Seoul Metropolitan Government and Yeongdeungpo-gu Multicultural Family Support Center defining the rights, duties, responsibilities and other necessary matters with the user

Article 2 (Definitions)

Terms used in these provisions are defined as follows.
* "User" means a person who accesses the Center's "Hanultari" and concludes a contract with the Center in accordance with the Terms and Conditions of "Hanultari" provided by the Center.
* "ID" means the combination of letters and numbers made by "User" for the identification of "User" and "Hanultari" and approved by "Hanultari".
* "Password" means the combination of numbers and letters given by the "User" in accordance with the "ID" made by the "User"
* "Post" means that if the "user" uses the "Hanultari", the “user” has an access of the "information" such as code, text, voice, sound, image, photos, videos, links to various files and links.

Article 3 (Publication and Amendment of Terms)

1. The "Center" will post the contents of this Agreement on the initial screen of the Service so that the "User" can easily understand.
2. The "Center" shall not be in violation of applicable laws, such as the "Law on Regulation of Terms," ​​"Act on Promotion of Information Network Usage and Information Protection, etc." (hereinafter referred to as “Information and Communication Network Act”)
3. If the "Center" amends the Terms and Conditions, the applicable date and reason for the revision shall be specified, together with the existing terms and conditions, from 30 days prior to the effective date of the amendment.
Notice will be given the day before the application date. However, in the case of amendment of the terms unfavorable to the user, it may be possible to use e-mail in Hanultari for a certain period of time,

4. If the Center notifies the user of the amendment in accordance with the preceding paragraph and the user does not give any indication within the 30-day period, it means, the user agrees to the Terms.
If you do not express your intention to deny even though you have been clearly notified, it means you consent to the revised terms.
5. If the user does not agree with the application of the revised Terms, the Center can not apply the contents of the revised Terms. In such case, the User may terminate the contract. However, if there is any special circumstance where the existing terms can not be applied, the Center may terminate the contract.

Article 4 (Interpretation of Terms)

1. The "Center" may have separate terms and policies for individual services, and if the content conflicts with these terms, the separate terms and policies are being applied.
2. Unless otherwise stated in these Terms and Conditions, the terms and conditions of use and interpretation shall be in accordance with the separate terms and conditions and policies and related laws and practices.

Article 5 (Contract of Use)

3. In the case of application under Paragraph 1, the "Center" may ask for verification of the real name and authentication of the person through the specialized agency according to the type of "user".
4. "User" may waive the consent in case there is no room for service related facilities, technical or business problems.
5. If you do not accept or reserve the application for membership pursuant to Paragraphs 2 and 4, the "User" will, in principle, notify the applicant of the application.
6. The time of establishment of the contract of use shall be the time when "Center" indicates the completion of the application in the application procedure.
7. The "Center" may be divided into classes according to the center policy for "users", and the usage time, number of uses, service menu, etc. may be divided into different types.

Article 6 (Change of Member’s Information)

1. "User" can view and modify his / her personal information at any time through the personal information management screen.
However, it is not possible to modify the real name, ID, etc. required for service management.
2. The "User" shall notify the "Center" by e-mail or other means, The user directly informs the Center of the change.
3. The Center will not be held responsible for any disadvantages caused by not notifying the Center of changes made in Paragraph 2 above.

Article 7 (Obligation to protect personal information)

The "Center" strives to protect the "user"'s personal information as stipulated by related laws such as "Information and Communication Network Act".
The protection and use of personal information will be governed by the relevant laws and the "Privacy Policy" of the Center.
However, in case of linked sites other than "Hanultari", the "Center"'s privacy policy does not apply.

Article 8 (Obligation to Manage "User" and "Password" of "User")

1. The responsibility for the management of the "User" s "ID" and "Password" belongs to the "User" and should not be used by any third party.
2. The "Center" means that if the "User" is concerned about the leakage of personal information, or is in antisocial or mysterious circumstances, or is mistaken as an operator of "Hanultari"

3. The "User" shall promptly notify the "Center" if the "ID" and "Password" are stolen or used by a third party and shall follow the instructions of the "Center".
4. In the case of Paragraph 3, even if the "User" does not notify the Center or notifies the Center of the disadvantage caused by not following the instructions of the Center, the "Company" is not responsible.

Article 9 (Notice to "User")

1. The "Center" shall not engage in acts contrary to the relevant laws and the terms of this agreement or against the moral and the sincerity, and we will do our best to provide "services" continuously and reliably.
2. The "Center" makes every effort to protect personal information so that the "user" can safely use "Hanultari", discloses and obeys privacy policy.
3. The Center has the necessary personnel and systems to properly handle user complaints that arise in connection with the use of the Services.
4. The "Center" shall deal with any comments or complaints raised by the "User" in connection with the use of the Service, if it deems it fair on the part of the "User".
For comments or complaints, we use the bulletin board or send e-mails to process the results and the results to the "user".

Article 10 (Obligations of the "Center")

Article 11 (Obligations of "User")

▨ The user shall not use "Hanultari" for commercial purposes without the consent of the center

2. The "User" shall comply with the relevant laws, the provisions of these Terms and Conditions, the Notice of Use, and the user shall not engage in activities that interfere with the work of other "companies".

Article 12 (Provision of Services, etc.)

1. The Company provides the following services to its members.

 All services provided by the "Center" to the "user" through additional development or partnership agreements with other companies
2. The Center may divide the "Service" into a certain range and specify the available time for each range separately. However, in such cases, the contents shall be announced in advance.
3. The "Service" is provided 24 hours a day, seven days a week.
4. The "Center" shall not be responsible for temporarily inspecting, replacing or malfunctioning of information and communication equipment such as computers. In this case, the "Center" notifies the "User" in the manner specified in Article 9 [Notice to User "].
However, if there is any unavoidable reason that the Center can not notify in advance, the user can notify the Center after that.
5. The "Center" may carry out periodic inspections if necessary for the provision of services, and the periodic inspections shall follow the instructions posted on the service provision screen.

Article 13 (Change of "Service")

1. The "Center" may change all or some of the "Services" provided for its operational and technical needs, if for any reason.
2. In the event that there is a change in the contents, usage method, or use time of the "Service", the reason for the change, the content of the service to be changed, the user must post it on the initial screen of the service before the change.

Article 14 (Provision of Information and Publication of Advertisements)

1. The "Center" may provide the "user" with various information that the "user" considers necessary during the use of Hanultari by means of notices or e-mail.
However, the "User" may refuse to accept e-mail at any time.
2. The "Center" may display advertisements on the service screen, homepage, e-mail, etc. in connection with the operation of "Hanultari". If the user received an email with ads, the "User" may deny the "Center".
3. The "User" does not take any action to change, modify, limit, or otherwise modify any posts or other information related to the services provided by the Center.

Article 15 (Copyright of "Post")

1. The copyright of the "post" posted by "User" in "Hanultari" belongs to the author of the post.
2. The "Posts" posted by "User" in "Hanultari" may be exposed to search results or "services" and related promotions,

3. In the event that the "Center" is to use the "post" of the "User" in a manner other than Paragraph 2, the "Center" must obtain the consent of the User.

Article 16 (Management of "Posts")

1. If the "post" of the "user" includes contents that are in violation of relevant laws such as "Information and Communication Network Act" and "Copyright Act", the right holder may ask for the posting and deletion of the "post", and the "center" should take action according to the relevant laws.
2. The "Center" means that, even if there is no request by the right holder pursuant to the preceding paragraph, if there is any reason for the infringement to be recognized or other breach of the center policy and related laws, the user can then take temporary measures against such "posts".
3. The detailed procedures under this section shall be subject to the cancellation request set forth by the Center within the scope of the "Information and Communications Network Act" and "Copyright Act".

Article 17 (Ownership of Rights)

1. The copyright and intellectual property rights to "Hanultari" belong to the "Center". However, if the "post" of the "user" and the works provided under the affiliation agreement are excluded.
2. The "Center" only grants to the "User" a right to use the account, "ID", content, etc., in accordance with the terms and conditions set forth by the Center,
The "User" shall not engage in any disposition such as transfer, sale, or collateral.

Article 18 (Termination, deletion, etc.)

1. The "User" can apply for termination of use contract at any time through the Customer Center or My Information Management Menu at the bottom of the Hanultari screen, the "Center" shall deal with it promptly as stipulated by applicable law.
2. In the event of termination of the Agreement by the User, except in the case where the Center retains the Member Information in accordance with applicable law and privacy policies, all data of "User" will be terminated.
3. In the event that the "User" terminates the contract, any post created by "User" will be deleted.

Article 19 (Restrictions on Use, etc.)

1. The "Center" shall mean, in the event that the "User" violates the obligations of this Agreement or interferes with the normal operation of the "Hanultari", such as by warning, the user may limit the use of the Services in a phased manner.
2. The Center may restrict the use of the user’s information for the protection and effective operation of your membership information if the user does not continue to log in.
3. The "Center" is subject to the terms and conditions set forth in the Usage Restriction Policy and the Operational Policies under the individual Services within the terms of use of this Section.
4. In the event of restricting or terminating the use of a "Hanultari" pursuant to this Article, the "Center" will notify the user in accordance with Article 9 [Notice to "User"].
5. The "User" may file an appeal in accordance with the procedures set forth by the "Center" in relation to the restrictions on use under this section. If the Center considers that the objection is justified at this time
"Center" immediately resumes "Hanultari".

Article 20 (Limitation of Liability)

1. The "Center" has the responsibility on the "Service" that it provides.

3. The "Center" shall endorse the reliability, responsibility and liability of the information, data and facts relating to "Hanultari".
4. The responsibility is between the "Center" and the "User" and if it used by "Other User" and the center does not assume such responsibility.
5. The "Center" provides the use of the services free of charge and exceptions to the relevant laws and regulations.

Article 21 (Governing Law and Judgment)

1. Any lawsuit filed between the "Center" and the "User" shall be governed by the laws of the Republic of Korea.
2. In case of a dispute arising between the "Center" and the "User", the court having jurisdiction over the location of the education welfare officer shall be the competent court.

Addendum

These terms will be effective starting April 19, 2014.
